Commission Proposals for Next Long Term Budget (2014-2020) Foresee Increase for Research and Education President Barroso early July announced the long awaited proposals from the European Commission for the next long-term budget for 2014-2020. Within the budget, the Commission is proposing to increase overall investment in research and innovation through the newly named "Horizon 2020" programme to €80 billion. Horizon 2020 is the name given to the Common Strategic Framework for EU Research and Innovation that, from 2014, will cover all research and innovation funding currently provided through the Framework Programme for Research (FP7), the Competitiveness and Innovation Framework Programme (CIP) and the European Institute of Innovation and Technology (EIT). The Commission also plans to strengthen programmes for education and vocational training. In order to “overcome the fragmentation of current instruments”, the budget “proposes to create an integrated programme of €15.2 billion for education, training and youth, with a clear focus on developing skills and mobility”, which would be a significant increase from the €9.2 billion of the last budget. 8.
